Kyle Zebley is an experienced leader in the fields of healthcare and public policy, currently serving as Senior Vice President of Public Policy for the American Telehealth Association (ATA) and Executive Director of ATA Action. He has been at the forefront of advancing telehealth and breaking down barriers to ensure patients, providers and payers fully realize the benefits of virtual care. Kyle oversaw the formation of ATA Action, an affiliate trade association of ATA focused on advocating for proactive state and federal policies that promote access to care and the responsible expansion of telehealth services. Kyle previously served as Chief of Staff in the Office of Global Affairs (OGA) at the U.S. Department of Health and Human Services (HHS). His work with senior leadership at HHS, the White House and other Cabinet offices played a key role in shaping U.S. global healthcare policy covering critical areas such as drug pricing, global health security, medical devices and non-communicable diseases. Prior to his time at HHS, Kyle served as Legislative Director in Congress, where he led teams developing policy and drafting bills on key House committees, including Budget, Education Workforce and Ways and Means. Kyle began his career as a research assistant at Public Opinion Strategies in Washington, DC, and worked on campaign strategies for private and nonprofit sector organizations, as well as political campaigns for a variety of government positions, including at the national and state levels. A sought-after policy expert, Kyle has served on organizations developing model health policy, including the Association of State Medical Boards Working Group on Telehealth, the Uniform Law Commission’s Uniform Law on Telehealth, and the World Health Organization’s Independent High-Level Commission on Noncommunicable Diseases. Kyle’s expertise has led him to speak at health care and public policy conferences across the United States. Kyle is regularly quoted in many media outlets for his insights on telehealth, including the Associated Press, Bloomberg, Inside Health Policy, Kaiser Health News, National Public Radio, Politico, Roll Call, The Washington Post, and The Wall Street Journal. Kyle co-authored an article in the Harvard Business Review in January 2023 entitled “It’s Time to Cement Telehealth’s Place in U.S. Healthcare.”
